Launch of the IASC Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action, UN HQ, New York (October 2019)

Message from the United Nations Children's Fund (UNICEF), Humanity and Inclusion (HI, also known as Handicap International) and the International Disability Alliance (IDA)

Dear Madam, dear Sir,

We are pleased to inform you that, as the result of an extensive and inclusive consultative process involving more than 600 stakeholders, the Inter-Agency Standing Committee (IASC) Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action have just been cleared by the IASC’s Operational Policy and Advocacy Group (OPAG) and are now at the final stage of endorsement by the IASC.

The Guidelines will assist humanitarian actors, governments and affected communities to coordinate, plan, implement, monitor and evaluate essential actions for the full and effective participation and inclusion of persons with disabilities in all sectors and in all phases of humanitarian action. They are the result of a large and inclusive consultation process which involved more than 600 participants from both the humanitarian and disability sectors as well as many organizations of persons with disabilities (OPDs) across all geographic regions. The Guidelines will be a key contribution to the United Nations Disability Inclusion Strategy (UNDIS) launched by the UN Secretary General last June.

Against this backdrop, we are pleased to inform you that we are in the process of organizing a global launch event for the Guidelines in New York on 12 November 2019, from 11 a.m. to 12.30 p.m., with the participation of Under-Secretary-General and Emergency Relief Coordinator (ERC), Mr. Mark Lowcock, and Under-Secretary General and UN Secretary-General’s Advisor on Policy, Ms. Ana Maria Menéndez.
